I agree with that, but what are the *real* requirements for this machine?  
The site I posted (endpcnoise.com) has fanless power supplies and a lot of
other useful stuff.  I would guess that many machines can be made quieter
than the water cooling system.  Does the customer insist on water cooling, 
or do they just want a quiet computer?  If they aren't running a hot 
overclocked CPU and graphics card, it's quite likely that water cooling 
isn't a great idea for all the reasons mjy said.
