As I was browsing through Fry's last night, I spotted a water-cooling system in a high-traffic "end-cap" area [burbank fry's, directly in front of the hard-disk/motherboard/memory chip sales area]  I think the price was roughly $230, so yeah, I'd say you could buy some very quiet fans...

[the rest of the water-cooling hardware at that particular fry's is just down that aisle, across from the oscilloscopes and such...]

An alternative, of course, is to move the source of the "noise" out of earshot, i.e., the fan (blades) proper -- using regular dryer ducting and put the fan "outside" the room [hang it out the window...]  (ok, this will probably look rather ugly, but then, looks aren't part of the package, are they?)

Though, if it's looks you want, that reminds me -- this year's "ultimate" linux box [per linux journal magazine] used cooling towers and "thermal convection" to "pump" the coolant (so there is no pump noise because there is no pump...)
