Update: I was able to set the overclocking settings.
% sudo apt-get update
% sudo apt-get install raspi-config
% sudo raspi-config
...
Unfortunately the commands to report on CPU temperature are not working so
something's still missing.
% sudo vcgemcmd measure_temp
[sudo] password:
error=1 error_msg="Command not registered"
