Looking at this study, it appears to be working off of advertised
speeds. Even last mile speeds are misleading. I'm not sure to what
extent this has changed, but at least a decade ago, while you could
find much higher posted speeds in Europe and Asia, the bandwidth to
the backbone of the Internet was massively oversubscribed (this helped
fund Akamai's international business) as compared to their US
brethren.
Something to keep in mind when you process this information.
