[SGVLUG] Anyone can recommend a VOIP service provider?

Hi,

A friend was looking to do the following:

1) reduce his telcom costs by getting rid of his land line.
( he would switch to a DSL on a "dry pair")

2) wanted to get his current local number here
AND one in another state, pointed to a VOIP account
( LNP = local number portability )

3) forward calls to those numbers to his cell phone
when he is no online.

Originally he wanted to use Skype, but I havent
found a way he could do this.

Any recommendations?
