Another thing you could do in addition to Miguel's suggestions is to
temporarily substitute a Linux box for the XP.  This would give better
visibility.  A simple way to do this may be to boot that machine from
some "live disk" Linux such as tomsrtbt or a Knoppix CD.

The 3c509 is well-supported and is one of my favorite ISA NICs.

I assume that you've eliminated IRQ conflicts.

That's powerful indication that you need the crossover cable.
