I'm not sure why you would think Montrose isn't in the SGV, unless you
consider it high enough "into the mountains" that it really isn't "in
the VALLEY", but no matter [fwiw, I'm in la crescenta, which is
north-northwest of montrose, but all of that is in the "canyon" between
San Gabriel and San Fernando -- kind of a "buffer zone" if you will...]
In any case, yes, I'm aware of that market -- my boss runs one of those
politico booths. On Saturday, there is also a market is in La Canada,
just east of Montrose. It used to be located next to Sport Chalet, but
as they are rebuilding one of the two stores, it is now in the parking
lot across from the park at the west end of town. I haven't been to
that one in quite a while, but as I recall it is smaller and (perhaps)
produce/crafts only, and very few crafts at that.
I just checked with him on the cost -- seems they offer booths for free
for "non-profit" organisations -- technically, we've never incorporated
ourselves as such, but then, he doesn't think that they check that
hard...

As to websites, myspace has a "group" feature that lets you create your
own social groups within the larger myspace community. I've posted
meeting announcements in the "linux" group on occaision, don't know if
we've gotten any bites because of it...
