this page lists various government and utility "incentives" for saving
energy -- in particular, Burbank offers $3/watt up to $10k, while
Glendale offers $4/watt up to $40k (but only to 50% of the total
installation cost, however fees and permits are 100% reimbursable)

continuing to look around, Pasadena offers $3.50 up to 8k with no size
restrictions (i.e., build as big as you want and sell back the
excess...) BUT you have to maintain it for 10 years -- if you take the
system out or it fails, they want the money back...

riverside offers $3 up to 15k/50%

also look for the state incentive -- that's another $2.50/watt...

and from the "tax" incentive side: 100% of the value is deductible from
your property taxes (assessment?), and likewise 100% of the interest
paid on any "loan" is also deductible...
