Try LA Freenet.  It's $50/year and you get disconnected after one hour
during prime time.  But you can reconnect and continue.  It's 2 hours
late at night, and I think on weekends.  Go to www.lafn.org.  It's
non-profit and formerly had no paid employees: entirely run by
volunteers.
