His idea was that all drivers would be issued suction tipped darts with flags hanging off them that said "bad driver" (actually, something far more colourful) which they could fire at offending vehicles. It'd make life easier for the police, because they'd just drive by, see a guy with a cluster of darts on his car, and treat that as probable cause... ;-)<br clear="all">
