I´ve heard a few people say similar things about DreamHost, in the recent past, Charles so I understand. However, I got turned onto DH by mr. foo & have been happy with them. Always gotten quick resolutions to tickets, etc. One thing that I really, really like is that they offer free, unlimited subdomains. :)
I have never had a bad time with Dreamhost, but I will say I do not have a site up that is mission critical. MediaTemple (http://www.mediatemple.net/) is another LA based web hosting company. They do some thing for Open Source Projects, such as free hosting.
NOOOOOO!!!!!! NOOOOOO!!!!!!
Dreamhost has a massive history of problems. They are the classic example of getting what you pay for. Avoid them at all costs. Seriously. I know people who work there…. Let's just say they aren't very competent.
I'd recommend dreamhost, hands down. I've worked with several hosting providers over the past 6+ years... and I vote for dreamhost. http://dreamhost.com/ - they're in LA, they rock, they give you SSH, tons of space and bandwidth. Use this promo code: *NOSIGNUPFEEAH *- and you won't have to pay the setup fee on the basic plan (purchase monthly). Read their unique blog here: http://blog.dreamhost.com/. Enjoy :)
How small? I've found one that is completely free, but has fairly low
limits (250 meg for your site, maybe a gig per month traffic...)
response time is so-so from the site (I've set up a Joomla site there to
show someone how it looks, and it takes some time to get pages rendered)
I think their target audience is developers who are creating "open
social" apps [facebook, myspace, google gadgets, etc]
