Here was the answer I used.
"There's a cell phone store in San Marino that collects e-waste in their
back room: http://www.allgreenrecycling.com/san-marino/. Best Buy also does
e-waste recycling now but has a limit of three items per household per day.
I'm not sure how they would count circuit boards.
