[SGVLUG] LUG Mailing List Deployment Script

In the spirit of openness and redundancy/failover capabilities, I have 
created a script to deploy the SGVLUG mailing list as it is currently 
configured. The script not only helps document what was done, but allows 
one to quickly rebuild the mailing list capabilities just using backup 
of the Mailman data. This is just one more attempt to eliminate single 
point failures in club infrastructure.
