I don't think it needs to be lots of traffic, I think it just has to
have a few postings to show that it is active.  One of maintainers of
one of my alumni groups changed the name to "OLD* and posted a message
asking people to join the new one.  People started replying on the old
page and within a few days it had been upgraded.
