Keep in mind that not all ideas that seem bad in fiction turn out to be bad
in non-fiction. Even then, something which is a bad idea in one time and
context might prove to be a good thing in a different one (or vice-versa).
(None of this is to suggest we don't have a problem with overly broad
surveillance mandates, but merely that the "astonish George Orwell" litmus
test is perhaps not a good one).
