[SGVLUG] Single click on scrollbar outside thumb scrolling too far?

Has anybody else noticed funny behavior with scrollbars
on Linux lately?  When you click outside the thumb
on a scroll bar, it's supposed to move by one page,
but for the last few months, sometimes it moves lots.
It's as if lots of mouse events are being sent instead
of one.  And it's not just one of my mice; it seems to be
all of them.  Is it just me?
