Turns out the problem was less sinister than that - the "user" in question had an account name IN ALL CAPS.  The "adduser" command doesn't allow this, but apparently the webmin (?) web-based unix/linux administration setup/system DOES allow it.

(of course, since in the course of "fixing" it, the account in question was purged and re-built via the adduser command to a lower-cased name, so it's entirely possible the old account did indeed have something munged as far as the permissions were concerned and rebuilding solved that, but as I was working this out, I paid close attention to permissions and they all seemed to be OK)
