I once proposed a picnic at the Cobb Estate at the N. end of Lake Av.
in Altadena.  I even selected a site under an Oak tree in Las Flores
Canyon.  While there are no tables, there is a drinking fountain about
400 ft. away.  It's about 1/4 + mi. to this site from where you park
on Lake Ave. and one might need to park a few blocks away on weekends.
Also, there's a trail to Echo Mt. and some people might want to hike
there.  Almost no one picnics at Cobb since there are no tables, trash
cans, restrooms, etc.; only one drinking fountain (used to be 2).  The
site I selected is off-trail so it's very likely that no other people 
would be nearby.
