Ah- fun problem, succinctly stated.

Looks like everything on such a command line after the "telinit 1;"
would be lost when the ssh session is killed by entering run level 1,
right?

Are you willing to tailor /etc/inittab to support this function?
What's in there now for run level 1 on your headless machine?

I'm wondering if setting environment variable SUSHELL to get sulogin
to do something special after the telinit 1 might be a workable
solution here.  If it were me, since I'm running xen now, I would
create throw-away machines to familiarize myself with the exact
sequence of events upon telinit 1.
