Here's the short answer: "A broadcast storm originating on the Any2 public
peering exchange in Los Angeles, CA caused significant route instability
within the greater Los Angeles metropolitan area - including a number of
networks connected to other Los Angeles peering fabrics such as Equinix and
LAIIX. The route instability lasted for approximately two and a half hours
(2:21pm PST to 4:45pm PST)."
