This can't be an entirely new policy. Mail sent from my father in East 
Pakistan to my Grandfather in Long Beach in 1962 was opened. Several of 
my parents' correspondents at the time noted that the mail had been 
opened, resealed, and sent on. It was clearly labeled as having been opened.
