Suspect a debconf issue. It may be that the important thing about the
db_get call has nothing to do with inet-dos-services but rather that
it invokes the debconf frontend that was selected during debconf
configuration. Do man 7 debconf. Is the selected frontend compatible
with your configuration?
The comments in /var/lib/dpkg/info/debconf.postinst are suggestive.
