Maybe he is just commenting on the fact that us people from the west
don't confuse as easily. Or the time that a Friend of mine tried to go
to the beach to watch the sun rise(in California).

The whole water thing reminds me of this simpsons episode, where the
simpson go to Australia and visit the US embassy where they have a
giant special toilet where the water goes down in the "Proper American
way". The Funny part might be based on a fact, that American
presidents travel with there own Toilets.
