Its kinda like that paper game Mad-Libs, where you can replace whatever
is in the quotation marks with another word.

For example:

"busy" = adjective
"Arranged" = verb
"on sale" = A condition or mode of being

So his paragraph could be rewritten:

Too bad I'm so "political" in the evenings this week, otherwise I might
have "suffer" for this [note to self: mark on  calendar for next year...
tickets apparently go "on fire" in mid October...]
